A dynamic exercise in deconstructivist sculptural massing, the building features an interlocking stack of precast concrete and dark metal rainscreen volumes cantilevered over a transparent ground-floor lobby. Under dusk lighting, the contrasting solid masses appear weightless above the glazed threshold, creating an imposing yet accessible civic landmark within the dense urban corner.
